Miscreants kidnap trader at gun point

NAHARLAGUN, Aug 28: Challenging the law enforcing authority, unidentified armed miscreants kidnapped prominent trader K P Chako from his rented residence here around 8.30 pm. He was fired upon when he refused to accompany the miscreants before he was forced into a car parked near the building along the helipad road here and whisked away, according to police sources. On being alerted, a police team rushed to the spot to find pool of blood at the first floor of the building and launched search operation while alerting the neighbouring police. Chako, who hails from Kottyam district of Kerala, has been working as a trader for about last three-decades in the state capital and presently runs a chain of Best Bakery.

 

Flood creates havoc in Bordumsa-Diyum

ITANAGAR, Aug 28: While flood situation in various parts of the states is improving with the receding of water level, Bordumsa and Diyun administrative circles are still reeling under flood water for the last one week. The area has witnessed average rainfall  of 60.00 mm. Noa-Dehing and Buri-Dehing River have created havoc in the Dumpani, Shantipur, Bijoypur, Udaipur, Mudoi Dweep and Dumba Mossang Villages.

At Dumpani and Shantipur area, four houses were damaged by flood water and  many villagers have been shifted to safer places. Flood water also either destroyed or washed away large area of paddy and horticulture fields. The people of that area are now searching for safer place for shelter.  

Meanwhile, a team of officers from WRD (Water Resources Department), Bordumsa Division, including  Er. AK Yadav Executive Engineer, Er. Maga Tasso Assistant Engineer and N V Alexander Junior Engineer, Diyun visited the flood affected area and provided Gunny bags. They appealed to the people to shift to safer place and also  located all the 'Vulnerable breaching point' for further restoration work, according to an official release.

 

MoS Home rules out toppling of Cong Govt.

ITANAGAR, Aug 28: Minister of State for Home and poster boy of Arunachal BJP unit Kiren Rijiju today ruled out the possibility of Congress government being toppled in the state by Bharatiya Janata Party.

While talking to media persons this evening, Rijiju said he does not believe in such kind of politics. "As soon as election gets over and we assume respective role, everyone concentrates in development of state. Toppling game disrupts the functioning of government which directly cripples the whole system.   We have already witnessed 3 years ago, how the whole state suffered due to political instability," stated Rijiju.

However, he stated that if MLAs themselves make some decision in this regard, he can't do much about it and whole thing will depend upon the situation.

 

Association calls for re-tendering

ITANAGAR, Aug 28:  Claiming that various projects sanctioned under Special Plan Allocation (SPA) under Tali constituency during 2013-14 financial year were not fulfilled the proper notice inviting tender (NIT) process, the 20 Tali Constituency Youth Association today urged the Chief Secretary to ensure floating of re-tender on said projects.  In a representation which submitted to CS and also to Secretary Education and Arts and Culture the association claimed that NIT was not issued or invited for execution of the projects. The projects were construction of teacher quarter, school building under Tali and Pipsorang, School building and teacher quarter at KGBV Tali, and Audience Gallery and Play Ground at government secondary school Tali, the association added.

 

Water crisis hits Aalo township

AALO, Aug 28: The majority of Aalo township dwellers are experiencing an unprecedented water scarcity for last half month due to blockade of main pipeline that caters drinking water needs of the township.

The pipeline is blocked due to accumulation of huge wild banana stems inside the pipeline, sand and silt deposits in the recent rain.

The PHED department is constantly working under the supervision of Er. Toni Ete, EE to sort out the problem of water scarcity.

The restoration team dismantled entire pipeline to clear the blockages inside the pipes.

At present the water consumers of the township are depending on rain water or other source coming from Darka village for the last couple of weeks.

The restoration work may take time to ensure full flow of water up to the water tank at Aalo. DIPRO

 

Students boycott classes, minister assures posting of teachers

YINGKIONG, Aug 28: Demanding posting of teachers against vacant teacher posts in Upper Siang District, All Upper Siang District Students Union hold a dharna at Yingkiong yesterday.

During the agitation, the students of government Hr. Secondary School boycotted their classes.

Meanwhile, responding to the Union's demand, the Education Minister Tapang Taloh in a telephonic conversation assured to fulfill the demands of the student union.

Deputy Commissioner Dr. Tariq Thomas who visited and monitored the situation also assured to take up the issue with the concern authority for posting of teachers at earliest.

Later, the student union called off the proposed 2nd day class boycott after the Education Minister's assurance.

 

Capacity building training for in-service teachers held

CHANGLANG, Aug 28: A four days in-service teacher's training on capacity building in teaching of mathematics at primary level was conducted by the District Mission SSA Changlang at DIET Auditorium Changlang from August 25-28 where 39 Primary teachers from Changlang and Khimiyang Blocks, two Block Resource Persons and three Master Trainers from Changlang attended.

The Deputy Commissioner, ChanchalYadav along with Additional Deputy Commissioner, Isha Khosla, visited the workshop and expected optimum feedback in Mathematics at Primary Stage.

The DDSE HortumLoyi chalked out similar programs in other Blocks of Changlang District i.e in Bordumsa, Diyun, Miao and Jairampurw from August 30 to  September 17 to bring uniformity in teaching of Mathematics at Primary Level.

All the teacher participants have expressed their gratitude and expressed that such type of concept oriented training is beneficial to each and every one.

Further the participants have stated that this training has made them easier to introduce the concept of Numbers also, to teach addition, subtraction, multiplication, division, fraction and measurement at primary level.

Shakshi Monga from Delhi was the Special Resource person of the training.

Monga has developed a module on NCERT books from Class I to V in a Chronological order along with lesson plan and distributed to all the participants on the occasion. DIPRO

 

K Dulom new Upper Subansiri DC

Aalo- Likabali road restored

AALO, Aug 28: The road blockades at different points at Aalo- Likabali road have been cleared by 1448 GREF.

When contacted, the Officer Commanding, 1448 Bridge Construction Company (GREF), Er. SV Gangapure disclosed that the blocks were so heavy that men and machines had to be engaged round the clock and landslides continued in the cleared points due to continuous rain.

However, the route has now been cleared for the commuters and all vulnerable points are being closely being monitored by GREF personnel. He also disclosed that the Bam to Aalo road has been handed over to PWD department and any repair and restoration works on the road will be taken by the concerned department. DIPRO

 

Exhibition on PMEGP product held

KHONSA, Aug 28: First ever PMEGP product exhibition was organized by the District Industries Centre, Khonsa at its office premise on today.

Deputy Commissioner Kamlesh Joshi, while inaugurating the exhibition appreciated the participants and lauded them to keep participating in such more functions in future and also to maintain repayment of loan provided by the Govt.

Chawang Lowang, Chairperson, Tirap Zilla Parishad also spoke on the occasion and distributed Certificates to the participants.

Anini telecommunication service cut off

ANINI, Aug 28: The telecommunication service of Anini is completely cut off from rest of the country due to break down of the BSNL telecommunication tower since August 27.

BSNL Mobile service is the only means of communication here, its break down has shattered telecommunication system.

District Administration has appealed the BSNL authorities at capital to look into the matter seriously and restore the telephone service immediately.

 

Pay electricity bills or face disconnection  

ITANAGAR, Aug 28: The Bomdila Electrical division today conducted its first phase of revenue drive at Bomdila area and realized huge outstanding revenue from the defaulters. During the revenue drive,  nine illegal electricity connections were detected, out of which one connection was regularized on the spots and rest were disconnected until regularization of dues. All the remaining consumers of the West Kameng district are requested to pay the outstanding dues immediately to avoid disconnection. Like wise the revenue drive will taking place in the other Sub-Divisions under the Bomdila Electrical Division.

 

District level meeting on vital statistics held

SEPPA, Aug 28: The District Level Meeting on vital statistics presided by Deputy Commissioner, Sandeep Kumar Singh was held in DC's Chamber, Seppa yesterday. The meeting was attended by DMO, DHO, DVO, DAO, DDSE, DSO (Statistics) & a team from Arunachal Pradesh Census Shillong.

Chairing the meeting, Singh said that it is the sole responsibility of administrative officers in their respective jurisdiction to ensure compulsory registration of birth and death and also said that since Census and population is a continuous process, such meeting should be held and reviewed at least once in a year.

DSO Statistics informed that there are delay in registration through court paper and the need to conduct awareness programme for regular registration.

Asst. Director of Arunachal Pradesh Census Shillong Utpal Sharma explained the hierarchical structures of registration of birth & death and their power & functions. He informed the target for universal registration in the country to be achieved by 2025. He also informed that the registration of birth is 208% in East Kameng whereas the death is 17%.

Later, a joint meeting of administrative officers & police officers was also held in DC's Chamber, Seppa in which Singh enquired about the action taken on the minutes of the previous meeting like check post at Bana, M.V Checking & regularization of parking, status of investigation of the fire incidents of Govt. Booth Level Officers training held

ROING, Aug 28:   One Day Training cum Orientation Programme to Booth Level Officers was conducted at Anchal Samiti Hall, Roing today. The Training cum Orientation Programme was organized by the District Election Office as a part of pre-revision activities before the start of next summary revision under the direction of Election Commission of India.

Deputy Commissioner cum District Election Officer, Shiv Kumar in his briefing to the BLOs asked them to carry out their job with sincerity. He asked them to properly verify the service voters at their level too to avoid duplicity and ultimately to prepare an error free electoral roll.

ADC W Tikhak, while attending the training programme said that "our country being the largest democracy of the world, ECI guideline is one of the best in the world for effective democracy". He said that the induction of BLOs and BLAs in the preparation of electoral roll has made the election process more smooth and error free and further exhorted the BLOs to implement and cooperate with the ECI guidelines with utmost sincerity.

CO (Election) Mary Nanom Taloh, while inducting the training to BLOs urged them to enroll all the genuine and eligible voters with qualifying date as 01.01.2015. Further exhorting the BLOs, she said that without your contributions, the election process would be incomplete. She also informed that the training programme for BLOs under Dambuk and Paglam Circles would be conducted separately at Dambuk ADC Headquarter.

Altogether, 40 BLOs from Roing, Hunli, Desali and Koronu attended the training programme. DIPRO

 

DC prohibits Poppy cultivation

YINGKIONG, Aug 28: Upper Siang Deputy Commissioner issued an executive order prohibiting cultivation of Poppy/Opium in various villages in the district.

The Deputy Commissioner also advised all HGBs/GBs of Upper Siang district to keep strict vigil on cultivation of Poppy and report any violation to the District authority through their respective Administrative Officers.

 

State Badminton players and officials left for Rohtak

ITANAGAR, Aug 28: A eleven-member team of state Badminton players, including Coach and Manager, has left for Rohtak to represent Arunachal Pradesh  in the 28th sub-Junior national Badminton Championship-2014 under 13 and 15 age categories to be held at Rohtak, Haryana from September 1-7 next.

The event conducted by Badminton Association of India (BAI)  in the country.  

While wishing the participants, Arunachal State Badminton Association (ASBA) Secretary Bamang Tago  advised them to maintain discipline in accordance with sportsmanship spirit and bring laurels for the state. Tago also disclosed that the state has a high potential in individual games particularly Badminton and added that ASBA is confident of producing proficient Badminton players in the next five years.

 

Tasing Tabing Memorial Volleyball Tournament begins

ITANAGAR, Aug 28: Tasing Tabing Memorial Volleyball Tournament began at Boleng recently under the banner of Boleng Sports Association.

While inaugurating the tournament, Lileng village Gaun Bura Taben Tasing highlighted the life history of Tasing Tabing, a Jamadhar during British colonialism.

During his life time he closely worked with Partrick Lawrence Starly James, the first British Deputy Commissioner in Pasighat and with former Union Minister Late Daying Ering. He toured to almost all the villages of Adi and Galo areas with a missionary zeal like emancipation of slave bondage cum human trafficking, revenge system, child marriage and encouragement of WRC cultivation and education.

He lauded the organizing committee and all the 13 participating teams.

The first league match was played between defending champion Jorsing team vrs Parong VI and Riew A vrs Boleng Town Club, in which Josing and Riew beat their opponent.

The final match of the tournament will be played at Boleng on September 2 next.

PM Jan Dhan Yojana launched in Arunachal

ITANAGAR, Aug 28: Along with rest of the country, the Prime Minister Jan Dhan Yojana was today launched in Itanagar by Chief Minister Nabam Tuki. Union Minister of State for Home Kiren Rijiju, Chief Secretary Ramesh Negi and deputy managing director of SBI (Corporate and finance) Praveen Gupta was present on the occasion.

Speaking on the occasion Chief Minister Tuki extended gratitude to Prime Minister Modi on behalf of the people of Arunachal for initiating this scheme. He called upon all the nationalized banks to be part of this movement in Arunachal. Further he appealed to State Bank of India to open more branches especially in interior parts of the state.

Expressing concern over recent spurt of bank robberies, Tuki urged all the banks operating out from Arunachal to improve the security system.

MoS for Home Rijiju in his addressed lauded PM Modi for this ambitious project and hope that it will benefit the poor citizens of state.

CS Ramesh Negi and deputy managing director Praveen Gupta also spoke on the occasion. Apart from opening the new bank accounts, a RuPay debit card would also be issued with an insurance cover of Rs. One Lac. Going forward the account holder will get loan facility also. Another Rs 30 thousand will be provided as life insurance cover, taking total amount to Rs 1 lac 30 thousand. To mark the day few of the beneficiaries were issued new SBI passbook. Account opening kits were handed over to the beneficiaries of the scheme at the hand of the dignitaries. Under Corporate Social Responsibility, State Bank of India donated 05 computers to five schools. The PMJDY scheme aimed at achieving 100 percent financial inclusion was announced by the Prime Minister Modi from the ramparts of Red Fort on 15th Aug 2014 during his address to the Nation on Independence Day.

ZIRO: Lower Subansiri district also launched "Pradhan Mantri Jan Dhan Yojna (PMJDY)" with the inauguration of the scheme by deputy commissioner Krishna Mohan Uppu amidst jam pack gathering at Abotani Hall this afternoon.

The mega launching programme was organized by the State Bank of India (SBI) Ziro branch. The DC in his speech said that whatever scheme the government launches for its citizens, the people living in remote areas are always left out and the benefit meant for them do not reach to them only because they live in inaccessible area. The other reason for it is that they have no knowledge of the scheme nor do they know whom to approach.  So, he suggested bank officials to start implementing the schemes right from remote villages.

Terming it as one of the most intensive financial inclusion missions of the country, he appealed PRI members to cooperate with the bank officials for successful implementation of the scheme which facilitate opening of bank account to every individual. However, he cautioned not to misuse the scheme by indulging with the act of duplicity which may hamper the beneficiaries in future.

A computer set was donated to Govt. Secondary School, Tajang by SBI, Ziro under its Community Service Banking which was handed over by the deputy commissioner, Ziro

Earlier, Chief Manager Satyabrata Chanda, SBI, Lead Bank, Ziro in his address highlighted the aim and objective of the PMJDY. He also informed that with the appointment of Business Correspondent, one can also open the account through him which will give more convenience especially for the people living in fur flung areas. Diibo ZPM Bamin Siri and Kalung Reru ZPM Nani Takha also spoke.

ROING: The Pradhan Mantri Jan-Dhan Yojana was launched at Roing, the  headquarters of Lower Dibang Valley district today.  The launching programme was organized by the State Bank of India, Roing Branch at Anchal Samiti Hall amidst the gathering of panchayat leaders, public and beneficiaries.

Speaking on the occasion, Shiv Kumar, Deputy Commissioner called upon the people to avail the benefits under the scheme and requested the panchayat leaders to disseminate the information to the rural masses who have not open Bank Account till date.  According to this scheme, every family must have at least a Bank Account and head of the family will get a life insurance coverage of Rs One Lakh in case of accident, DC informed.

Zilla Chairperson, Sipi Elapra Linggi also appealed the panchayat leaders to spread the message to their respective blocks/segments and let the family who have not open Bank Account to open under this scheme and avail the benefits provided by the Govt.

On the occasion, New Pass Books were distributed to the beneficiaries by the dignitaries present and live telecast of the address of the Prime Minister, Narendra Modi from New Delhi was also shown.

Earlier, the Deputy Commissioner accompanied by Zilla Parishad chairperson, Rajneesh Gupta, Superintendent of Police, Kaling Pertin, ZPM Dambuk, R Hussain, Chief Manager, SBI Roing and Monti Linggi, Anchal Chairperson, Koronu lighted the lamp.

It was informed that 107 beneficiaries had open Bank Account at SBI Roing under the scheme till today.

KHONSA: The Prime Minister Jan Dhan Yojana was launched by Tirap DC Kamlesh Joshi at Khonsa today amidst huge gathering.

Joshi informed that village level join team comprising of SBI & District Administration would conduct mobile camp in all the blocks of Tirap district very shortly in order to ensure full implementation of the scheme.

Subhash Dhar Chief Manager SBI, Khonsa highlighted the importance of PM Jan Dhan Yojana. Atleast  101 SBI passbook were  distributed to the beneficiaries of various villages of Tirap district on the inaugural day by the DC.

Anini: The dream project of Prime Minister Narendar Modi in bringing every household access to the banking facilities known as PMJDY was launched by Marpe Riba, CO, Anini (Hq). He requested the bank staff to extend maximum possible help to the people of this backward under the scheme. He also appealed the people of the valley to avail maximum benefit out the scheme.

 

 

Rijiju & Tuki make aerial survey of flood-affected districts

Centre to extend all possible help, says Rijiju

ITANAGAR, Aug 28: Minister of State for Home Kiren Rijiju who made aerial survey of flood affected areas of eastern Arunachal along with Chief Minister Nabam Tuki, assured that as soon state government submits detail estimate of the loss, the central government will release the fund.  

While addressing a hurriedly arranged press conference at Banquet Hall this evening, Rijiju said he is well aware of the destruction caused by continuous rainfall in the last three months.

"Now we have to begin the process of rebuilding. First we have to provide immediate relief to the affected people and then start the work on reconstruction of damaged infrastructures. During our visit some of the deputy commissioners informed that it may take another 2 months to get complete report of damage caused due to nature fury as many interior areas are still unreachable. However sooner we get complete report, the fund will be released to state disaster relief fund," stated Rijiju. He also added that he has been briefed about extensive damage of ongoing Trans-AP Highway due to the massive rainfall. MoS for Home further added that he will pursue two major road projects during his tenure which will immensely benefit the people of Arunachal once completed.

"Road project connecting people living along foothill areas and MacMohan line is the two pet projects for which am going to dedicate lot of time and energy. From Bairabkhund to Ruksin a road project is being planned which will connect all the major foothill villages and towns. Similarly another road project will connect people living nearby China border. Soon am going to conduct meeting at Delhi in this regard," stated Rijiju. About the propose visit of PM Modi to Arunachal, Rijiju informed that he along with BJP legislators had met PM yesterday and invited him. "The date of visit has not been finalized yet. Earlier Chief Minister Nabam Tuki had also extended invitation to PM to visit Arunachal. Most probably PM will visit in October month," said MoS Home.

Earlier today, Rijiju along with Chief Minister Nabam Tuki and officials of Ministry of Home Affairs and the State Government made an aerial survey of flood affected areas of East Siang, Dibang Valley, Lower Dibang Valley, Lohit and Namsai districts.

The MoS also took stock of the flood damages in Upper Assam while on way back to state capital Itanagar. Both Rijiju and Tuki interacted with officials of the East Siang district administration at Pasighat. Deputy Commissioner Nidhi Srivastava submitted a detailed report on the damages caused by heavy rains in the last three months to the Union Minister.

The Chief Secretary, Secretary Disaster Management, Deputy Director (Disaster Management, Govt of India), PS to MoS and other officials accompanied the dignitaries.

Later in the evening, Department of Disaster Management and Highways made power point presentations on damages incurred in the last couple of months to the MoS Kiren Rijiju in presence of the Chief Minister Nabam Tuki.

Tomorrow, Rijiju, accompanied by State Home Minister Tanga Byaling along with officials will make aerial survey of flood affected areas of Upper Subansiri, Lower Subansiri, Papum Pare, East Kameng and West Kameng districts. (with inputs from CM Media Cell)

 

 

Minors raped by masked man

ITANAGAR, Aug 28: In yet another crime against the fairer sex, two minor girls were raped by a man claiming to be NSCN cadre at Naitong village under Kanubari Sub-Division of Longding district on August 6 last. The girls are cousins and are aged 12 and 14 years respectively.

According to the complaint lodged by the mother of one of the victims at Kanubari Police Station on August 10 last, the accused, identified as Tahjam Pansang, in his 30's hailing from Chopnu village forcibly raped the girls when they were alone.

The incident happened when the mother was not at home and the girls were sleeping; the accused who was masked took advantage of the girls being alone at home and raped them.

The accused had threatened them of dire consequences if they report the matter to anyone, according to the FIR lodged.

Meanwhile, OC PS Kanubari, W Ramwa has informed that a manhunt has been launched to nab the accused who is absconding.

Medical examination of the victims has been done which has confirmed sexual assault.

 

 

Arunachal signs MoUs with NEDFi

ITANAGAR, Aug 28: The Arunachal Pradesh Govt has signed MoUs with the North East Development Finance Corporation Ltd (NEDFi), Guwahati for field and physical monitoring of SPA projects for the year 2011-12 and 2012-13 at planning secretary office here today.

Sonam Chombay, Planning secretary, on behalf of the state Govt and Monaj Kumar Das Deputy General Manager, NEDFi, representative of NEDFi Guwahati signed the MoUs in presence of PMU and PPP director Pallab Dey, Joint Director Mokir Ori and Ankur Borak, Manager and Alen Nabum, BM, Itanagar, NEDFi.

Total SPA projects for field and physical monitoring by the NEDFi is 266 with a total sanctioned cost of Rs.62635.05lakhs in the Eastern Zone of Arunachal Pradesh covering nine districts from Longding to Upper Siang.

Earlier, a  in a pre-MoUs meeting  held  at Itanagar yesterday, the Third Party monitors -- NEDFi and NABCONS were instructed to be strict in their field visits and to submit the monitoring reports strictly as per the actual findings in the fields.  Mokir Ori Joint Director (PMU&PPP) sought cooperation of all the departments to strengthen the monitoring activities by third parties and PMU of planning department. The MoUs for monitoring of 2011-12 and 2012-13 SPA Projects in the Western Zone of the state could not be signed due to some problems as informed by the NABCONS. Final date for signing MoU with NABCOS will be finalized later, according to an official release.

 

 

Govt. in principle agrees to ANSU demands

ITANAGAR, Aug 28: The state Govt in principle has agreed to the demands of All Nyishi Students Union (ANSU) with regard to construction of 10 numbers of girls hostel under Palin Assembly constituency in Kurung Kumey district. All steps will be taken by the concerned executing agency to fulfill the demands of ANSU. The  decision  was taken in a high level meeting held at the office chamber of PWD Minister Gojen Gadi  yesterday. The meeting was attended by Minister Gadi, Gonesh Koyu, Commissioner (PWD), Kuru Sera, CE, PWD, Central Zone-A, Bora Ete,  CE, PWD, Coord., Trg. & Vigilance, Dani Gambo, SE, PWD, Yachuli Civil Circle, Bamang Tago, Political Secretary to CM, Taw Tebin, Director, Social Justice, Empowerment & Tribal Affairs,  Tai Nikio, EE PWD, and Byabang Tugu, EE, PWD Sangram (Designate). After going through the eight-point demands submitted by the ANSU through a memorandum to the PWD Minister yesterday,  all the members present were of the opinion that the demands of ANSU were genuine and need to be reciprocated by Govt.  favourably. "Therefore, it was decided that the demands of ANSU will be agreed to in principle and all steps will be taken by the concerned executing agency to complete the demands of ANSU."

As far as serial no. 1 of the charter of demand is concerned, the Govt. will make an enquiry through vigilance department on the allegation of mis-appropriation of fund and if any officer found to be involved, necessary disciplinary action will be initiated against the said officer, according to an official release.  

It is worth mentioning  that the ANSU has been spearheading  a movement  against the alleged misappropriation of the fund meant for the construction of ST girls hostels of various middle schools of Palin circle. The demands of ANSU include, among others, immediate suspension of officers involved in the misappropriation of fund sanctioned for  girls hostel  projects.

 

 

Rally against pathetic road condition and water scarcity in RGU campus

DOIMUKH, Aug 28: Braving the scorching heat more than 700 PG Students and Ph.D scholars took to the streets of Doimukh in  protest against the pathetic road conditions and water scarcity in the RGU Campus here today. The peaceful rally led by the Rajiv Gandhi University Students Union started from Doimukh Higher Secondary School and culminated at the main market.

Speaking on the occasion,  Bengia Taza, President, RGUSU informed that the motive behind organizing such rally was to  register protest against non-fulfillment of their long-pending demands which includes the proper road connectivity and adequate water supply in the campus.  Highlighting the problems he informed that a memorandum had already been submitted to the authorities but till today nothing has been materialized in this regard, they also had a meeting with Under Secretary, Planning department.

He also informed that former V/C David Syiemlieh, had pursued the matter with central Govt which later directed the ministry of DONER to sanction 23 crore scheme for the development of water project in the university.

But nothing had been done till now due to the tussle between the state govt. and the RGU Authority regarding the execution of the said project.

He added, being the lone central university within the vicinity of the capital city it is a matter of great shame to have such a pathetic road condition as lot of visitors from other states even from aboard are frequently visiting the RGU. Due to bad road condition commuters have to suffer a lot specially the students who are the most frequent users of the road.

He also pointed out that the RGU roads needs to get adequate attention as it also caters to the needs of the public residing at Doimukh and surrounding areas. It also connects important places like Potin, Sagalee, and Gumto.

The RGUSU president asserted that if the authorities do not respond and give sufficient feedback they will continue their protest in the form of democratic movement.  The rally also witnessed the participation of large numbers of students from Higher Secondary School, Doimukh.  (Report: Mass. Arunachal, a paralytic state ?

Once my foreign friend said, “Your people seem to be rich but the state looks poor”. His ridiculous remark on my state pricked me like a needle and deflated my ‘proud  swelling chest’ over our state’s diverse cultural heritage, lush green valley & exotic landscape, virgin forest, rich bio-diversity hot spots, tourism potentials (cultural, eco and adventure tourism) and more importantly the much-touted untapped natural resources which I  have been pompously blabbering on to him. Contortion on his face was enough to explain that he was unable to swallow my contemptuous words on our richness.

Perhaps development in Arunachal is only a fictitious tale which spins among the households but does not exist in reality. It often looks magical from the distance but humdrum when closely seen.  In other words our state wears costume of pretentious development.

The incessant rain across the state over the last one month adds more ingredients in our sordid tale. The ingredients in terms of distasteful news, as there are reports of roads and bridges being swept away by the unprecedented flash flood, the passengers and tourists stranded in the middle of jungle, the houses and building were buried and inundated along with the people by the flood water and it rendered homeless to many. It is advisable to the citizens or tourists to avoid travelling in the hilly districts during monsoon season.

 There is also report that many school children have been helplessly watching their school submerged and praying to the Rain God to stop raining so that water recedes. Life is tough for the people living at remote areas like Lada (East Kameng), Sarli (Kurung Kumey), Taksing  (Upper Subansiri) and Anelih (Dibang Valley). Pathetically their cost of living is exorbitant as they have to pay Rs 100/200 for a kg of salt, thanks to the nature for abundant vegetation on which they rely upon for survival.  Still we are unable to reach out to them since last two decades.

Banderdewa- Itanagar and Chimpu-Hollongi road have been blocked since last couple of weeks, leaving Itanagar almost in incommunicado state, at least from the surface as Gumto-Harmuti road is only outlet for the entire state. The authority has failed to give exact deadline for road restoration.

Apart from the blockade, roads in the state particularly Itanagar has its own harrowing tale, it wears worst look, with no proper drainage. It seems road has been just left by the department to fend itself off from nature fury, as no restoration and maintenance work is seen around.  The commuters are often greeted by strewn boulders in middle of the road after minor rainfall. People driving on the road have to scan around for better patches; the heaven knows who looks after this road?

Insensitivity on traffic regulation mostly by the citizens and partly by traffic police and warden make the situation even more chaotic. Normal hour between home to office or working place has excruciatingly increased. The fifteen-minute drive Itanagar to Naharlagun road now takes three to four hours especially during rush hour. Impatient defaulters often ram their car into already jammed road as if they are on car race; however the traffic police prefer ignorance to the scene.

Needless to say about deteriorating education and the health care system of our state. There are many schools in remote areas which are yet to get text-books and basic infrastructures. Teachers often protest to attend the school on pretext of lack of infrastructures.  The health centers, be it primary health or community health center, are poorly equipped. Medical officers posted at these centers are helpless in any emergency situation.  Literally, Arunachal is a paralytic state.

In spite the cataclysm and odds spread out, the people are silently enduring the ordeals, seemingly content with the government’s manner of response to the natural calamities and epidemic. There is no incoherent complaint or vociferous protest over the pathetic road condition, chaotic traffic, ill-equipped health care system and shortage of text-books and teachers in the schools. Apparently the citizens are unfazed by this man- made misfortune and decided not to be budged, no matter how many skies fallen over them.

 

 

Foundation stone for new hostel and smart classrooms laid in NERIST campus

ITANAGAR, August 28: Foundation stone of a new hostel block named after the river "Siang" and that of a building of 24-classrooms, named "Raman House", after the first physicist from India to get the Nobel Prize, was laid today by Prof. Dipankar Pal, Director, NERIST. The Registrar of the Institute Dr. R P Bhattacharjee and the Chief Engineer, APPWD (West) K Wahge were present on the occasion.

Both the buildings are being made by APPWD as deposit work. It may be noted that last Saturday the Institute was visited by the Chief Minister who had inaugurated a new girls' hostel and a new building for continuing education programme.

Emphasizing on the need for peace for prosperity, the Director said that the Institute is going through a growth phase now after a long time. Everyone needs to work together to maintain the tempo and all forces of divisionism must be repelled. He added that hereinafter any hostel that is made shall be named after rivers of Arunachal Pradesh or North East-Region and the academic buildings shall be named after world famous academicians and scientists either from India or from abroad.

 

 

Consultative meeting for Railway connectivity to Pasighat held

ITANAGAR, Aug 28:  A consultative meeting for railway line was held at Solung Ground here on Wednesday which was organized by Adi Bane Kebang East Siang Unit and involved by all the stake holders to put forward their respective opinions on the subject.

The meeting which mostly rested on whether to allow railway to enter Pasighat township drew all short of opinions and suggestions from various stake holders like ATA, CoSAAP, Bar Association, APDA, APSEA, AdiSU, NGOs, Railway Survey Affected Land Owner's Committee, Pasighat Area Railway Affected Land Owner's Committee besides senior citizens and common public.

There were several speakers who voiced against connecting of railway at Pasighat citing various reasons like influx of illegal migrants impacting in demography beside possible rise of criminal activities. They took reference of the recent case at Naharlagun where hundreds and thousands of illegal migrants tried to enter the state violating the ILP system.

On the other hand, there were several others who suggested for the coming of railway in the township citing reasons like it's possible benefit to the people and the state in long run even adding the reason of national security for troop moment during any conflict with the neighboring country.

Tabung Ering, Secy. ABK (HQ) cum member for Surface Communication and Hydro, opined that Government of India and Govt. of Arunachal Pradesh should make certain modalities pertaining to adequate compensation to land affected, job reservation, ILP regulation and shifting of proposed tract/alignment to 1968/74 survey".

He also urged both the MPs, elected leaders of the state assembly to bring Arunachal into 6th schedule so that tribal community of the state may fully exercise their rights.

ABK East Siang President-cum- ZPM Bogong-II Okom Yosung and General Secy.-cum- ZPM Rebo-Perging, Tajing Taki opined and suggested that, if the railways are introduced in the state for national security reason as well, then the railway should also reach border areas like Tuting-Gelling under Upper Siang District in the international border. As per present alignment, the railways are to pass through Pasighat-Mebo-Dambuk-Roing, Tezu-Parsuram Khund and Rupai in Assam, as informed the sources from ABK East Siang. The final report of the opinions and suggestions will be submitted to ABK HQ for onward submission to government, added the sources.

 

 

Tok Buttum honoured with Marian Rodrigues Award

ITANAGAR, August 28: President of Arunachal Pradesh Catholic Association (APCA) and All India Catholic Union (AICU) secretary for the North East India Tok Buttum has been honoured with Marian Rodrigues Award for his outstanding services to the Catholic Community and for the contributions to the underprivileged children's education in India. The award was given away by Rt. Rev. Francis Kalarakal, Arch Bishop of Veropoly, Chairman of St. John Medical College of Bangalore and Secretary General of CBCI during the closing ceremony of the three days AICU general body meeting cum-election held at Kochi, Kerala on August 24 last.

Various issues of North East region like all sector developments, setting up a branch of AIIMS in Meghalaya, peace and equality to all religion and above all, intolerance to inequality and injustice were discussed. More than 500 delegates from various parts and states of India participated in the meeting.

Many important dignitaries like, Rt. Rev. Mathew Arakkal, Chairman CBCI Laity Commission; Rt. Rev. Vargese Chakkalakkal, Chairman KCBC Laity Commission; Prof KV Thomas, MP and Chairman PAC; Dr. M Ampareen Lyndoh, Minister Urban Development, Government of Meghalaya were the speakers in the house.

 

 

Ngunu Ziro organised butterfly watching meet '2014

ZIRO, Aug 28: Ngunu Ziro organized a two days "Butterfly Watching Meet -2014" recently.

The 2 days programme was organized to augment the tourism activities at Ziro on August 23 and 24 last. The purpose of the activities was to promote eco tourism and to aware the people on preservation and protection of flora and fauna.

The participants gathered at Manipolyang and trek to Pange covering 8 Km on foot. An impressive PowerPoint presentation on butterfly was given by Monsoon Jyoti Gogoi, PhD scholar on butterfly. Later a moth counting activities was also organised in the night at Pange where around 200 species of moth was photograph in a single night.

In the two days the butterfly enthusiast have photograph 47 species of butterfly braving the inclement weather.

The rare butterflies called yellow owl was also found. Earlier the Bhutan Glory, a butterfly considered to be extinct from the state was first photograph in Tale Valley wild life sanctuary.

The participants were from various professional backgrounds like Engineer, Doctor, Tour Operator, NGO, Officers and Hano Bobby.

An award was also announced amongst the participants in 3 categories. The best photograph was given to Tater Mize, District Tourism officer, Palash Goswami, NGO from Assam bagged the award for highest collection of varieties and Hage Habung, local tour guide bagged for unique collection of butterflies species.

Earlier, Tater Mize, District Tourism Officer, while addressing the participants lauded the organizing team for taking their keen interest in promoting tourism in the valley. He said that the district is doing very well in rural tourism especially in Home stay concept. The district began to receive tourist in Bird Watching and the butterfly watching meet will add another milestone in the field of tourism.  He opined that the Tourism Department will take the cognizance of the effort of the NGO and extend the full co-operation to make an annual event to promote tourism. East Kameng District Health Society meeting held

SEPPA, Aug 28: The meeting of the District Health Society East Kameng District was held on August 26 under the chairmanship of Deputy Commissioner cum Chairman District Health Society Sandeep Kumar Singh.

Dr. N Geiyi DMO in his keynote address informed the house about difficulties of the department which result in low performance in compare to other district. He however informed that performance of DHS has improved a lot in compare to previous performance.

District Program Officers including DRCHO, DTO, DVBDCO and DSO presented power point presentation about their performance during April to July 2014.

Dadi Rimo ZPM Seppa West stressed on stay of health workers at their place of posting, delivery of essential medicines at the periphery Health Centre and selection of ASHA from amongst literate citizen.

Deputy Director ICDS suggested for at least one month prior information of immunization schedule to Anganwadi workers and regular supply of de-worming drugs and IFA at Anganwadi Centre.

MO i/c of Peripheral Health Facilities while taking part in the discussion expressed their difficulties due to shortage of medicines, road communication and   accommodation problems.

Participating the discussions Pooja Jain ADC Seppa suggested for proper and timely supervision and monitoring of all the activities by the health authority, she also stressed on updating of all the data in various activities which they perform.

Summing up the whole discussion of the meeting the Chairman of meeting Sandeep Kumar Singh directed all health workers and other stake-holders to work in mission mode to improve the performance of the District. He directed all the MOs and other staff to stay at their place of posting and direct DMO to make roster of MOs duty at the health facilities where there is no MO from September 01. He assured to supply some medicines from his untied fund for the peripheral Health Facilities. He also stressed on preparation of health activities mainly IEC/BCC in public Health, Routine Immunization (RI), RBSK and updating of data. He suggested for time to time training of field health workers like ASHAs, AWWs, ANMs and other workers.

Responding to quarry from MO PHC about the less release of RKS fund to CHCs, PHCs, SCs and VHSCs from GOI he directed the responsible persons for timely and complete submission of vouchers, SOE and UC. He directed DMO to list out the unauthorized clinics and to stop the Vaccination of JE vaccines by the private pharmacies where the maintenance of Cold Chain system is very much doubtful.

The meeting was attended by ADC, all the members of the Society (HODs), ZPMs, all the MO i/c of the DH, CHCs, PHCs, ANMs of SCs and the ASHA Facilitators. DIPRO.

Do they have a special privilege to come late to the office?

Dear Editor,

Through the medium of your daily, the “one and only” Reader’s Forum and sincerely prostrating before, as in the first posture of the famous Yoga ashan, Surya namaskar, I want to place a question to the Chief Secretary of our state Arunachal Pradesh.

Do IAS Officers posted in Arunachal Pradesh, particularly, the Deputy Commissioners in the Districts, have a special privilege to come late to the office?

I put this question to you in the public domain in the interests of the people of the state, who are harassed by the unpunctuality and late arrival of the Deputy Commissioners of the Districts to their respective office.

I request you to advise all the Deputy Commissioners in the districts to be punctual in their office that too, strictly on time so that the other staffs fall in line on their own, if the IAS officers posted in Arunachal Pradesh does not really enjoy an exclusive right/privilege to come late or as per their discretions to office.

Price of development

Dear Editor,

Through this write up I would like to throw light on how the ‘haves’ of the society and ‘sahabs’ in the office exploit the ignorant villagers of far flung area in Arunachal Pradesh in the name of development. They are victimised, they are duped, they are lured, they are cheated because they believe what so called sahabs ‘says’ and ‘dos’ is the law of land and raising voice about the moves of sahab would block future favors. Accordingly, these ignorant folks are mute spectators even if their lone cultivable lands are buried without rehabilitation or compensation.

Rigong village in West Siang must be the best example of above observation. A population of hardly 156 and households of eight families without school isolated from nearby villages by Siyom River.

During 2012-13 under NLCPR scheme 15 km road from Pagak Bridge point of Kaying to Mega in left bank of River Siyom was sanctioned.

For the tiny Rigong that was dreams come true because the projected road was passing through their villages. No doubt, it was landmark developmental package to the unconnected Siyom left bank dwellers by their MLA. Alas! All that glitters is not gold.

The time when the machineries of M/s Modern Engineering of  Nagaland and PWD Rumgong Division bulldozed their path through, it knocked off the ignorant folks’ aspiration of what development is. Desperate earth cutting, uprooting valuable standing logs, damaging horticulture and agriculture plots, directionless bulldozing in virgin forest in ‘go as you like’ style shocked them. Yet, the villagers still adhered to their belief that the development need sacrifices of lands and other properties, as such they didn’t claim compensation and rehabilitation for whatever the losses incurred, no petty contract were sought.

But the villagers lost their patience when M/s Modern Engineering and PWD official’s developmental activities buried the many paddy fields and cut off the water sources to the fields. By the grace of rich contractors and learned engineers many families lef their respective paddy field this year without alternatives. And their agriculture area seems permanently damaged due to damaged irrigation channels. As per villager’s version series of meetings were held wherein authority assured repair of paddy fields before this agricultural season but when insisted nobody came up. And the villagers were barred from contacting their MLA for appraising him their woes. What an idea!

My question to the authority concern is; if this narration of pathetic condition holds any water then what should be the punishment for erring officials and contractors? What compensation is liable for victims? 

I urge the authority to set up inquiry for the justice of villagers.

Environmental protection and manmade disasters

The ecological balance refers to diverse forms and ecosystems that are interconnected and interdependent. The more diverse, the more resilient an ecosystem will be. The ecological balance is of crucial importance, but also quite sensitive to disturbance. With one life form depending on another, and a third depending on a fourth, the disappearance of one will always affect the other. The destruction of the rainforest is a major threat to the delicate balance.

Trees and plants clean air and water and they regulate water levels.

The felling of trees on a massive scale is one of the main causes of environmental destruction. With every tree that disappears, the cleaning function of the forest becomes less effective. At some point, it will become hard to find clean water. The rain forest disappears at an alarming rate – 36 football fields per minute. Where trees are felled, the root system that absorbs rain water disappears as well.

Subsequently, water simply runs downhill into rivers, washing out top soil. The remaining soil dries out, crumbles and is blown away by the wind. Sometimes, this top soil can be farmed for a few years, but it’s a poor and thin layer so it’s quickly exhausted. Farmers than move on to slash another tract of rainforest.

The felling of trees causes natural disasters. The unchecked running off of water results in droughts in higher areas and in mud slides and floods in lower areas.

One of the live examples of this, is our Arunachal Pradesh, facing a tremendous disasters this year like flood and landslides. This is happening because of our fault. Our own mistakes are making us suffer. Unbalanced ecosystems fully affect the livelihood of people by direct or indirect means. I have taken my small steps towards its preservation, so why do you wait. Wake up and lend your hands towards our Mother earth.

Health sector to witness changes

If news report is to be believed, health sector of state is going to witnesses major changes in days to come. Health & family welfare department is toeing the ‘zero tolerance’ policy and has been accorded ‘top most priority’ status by State Cabinet headed by Chief Minister Nabam Tuki.  Also as per  the report, State Cabinet has recently approved creation of 2492 posts – 96 specialists, 157 doctors, 309 staff nurses, 214 ANMs, 42 pharmacists, 66 lab technicians, 597 rural health workers (RHWs) etc., considering the genuine necessity to meet basic requirements to deliver the much needed service to the masses.

The recruitment will be done phase-wise considering the resource constraint of the state. Health and family welfare minister Kalkho Pul deserves big round of applause for this initiative. The ailing health sector needs to be revamped to serve the growing population of Arunachal. Minister also declared that ‘102’ and ‘108’ ambulance services would also be introduced soon. This will really benefit the poor people. Many areas of Arunachal do not have proper transportation facilities. Sometimes people die due to inability to find vehicle at right time to shift the patient to better hospitals. Introduction of ambulance service will be blessing for those people. Hope, health department will initiate many more reforms in coming years to revitalize this ailing sector.
