kidnapped prominent trader K P Chako from his rented residence here around 8.30 pm.
He was fired upon when he refused to accompany the miscreants before he was forced
into a car parked near the building along the helipad road here and whisked away,
according to police sources. On being alerted, a police team rushed to the spot to
find pool of blood at the first floor of the building and launched search operation

ITANAGAR, Aug 28: While flood situation in various parts of the states is improving
with the receding of water level, Bordumsa and Diyun administrative circles are still
reeling under flood water for the last one week. The area has witnessed average rainfall

At Dumpani and Shantipur area, four houses were damaged by flood water and many villagers have been shifted to safer places. Flood water also either destroyed or washed away large area of paddy and horticulture fields. The people of that area are now searching for safer place for shelter.
Meanwhile, a team of officers from WRD (Water Resources Department), Bordumsa Division, including Er. AK Yadav Executive Engineer, Er. Maga Tasso Assistant Engineer and N V Alexander Junior Engineer, Diyun visited the flood affected area and provided Gunny bags. They appealed to the people to shift to safer place and also located all the 'Vulnerable breaching point' for further restoration work, according to an official release.
MoS Home rules out toppling of Cong Govt.
ITANAGAR, Aug 28: Minister of State for Home and poster boy of Arunachal BJP unit Kiren Rijiju today ruled out the possibility of Congress government being toppled in the state by Bharatiya Janata Party.
While talking to media persons this evening, Rijiju said he does not believe in such kind of politics. "As soon as election gets over and we assume respective role, everyone concentrates in development of state. Toppling game disrupts the functioning of government which directly cripples the whole system. We have already witnessed 3 years ago, how the whole state suffered due to political instability," stated Rijiju.

Water crisis hits Aalo township
AALO, Aug 28: The majority of Aalo township dwellers are experiencing an unprecedented water scarcity for last half month due to blockade of main pipeline that caters drinking water needs of the township.
The pipeline is blocked due to accumulation of huge wild banana stems inside the pipeline, sand and silt deposits in the recent rain.
The PHED department is constantly working under the supervision of Er. Toni Ete, EE to sort out the problem of water scarcity.
The restoration team dismantled entire pipeline to clear the blockages inside the pipes.
At present the water consumers of the township are depending on rain water or other source coming from Darka village for the last couple of weeks.
The restoration work may take time to ensure full flow of water up to the water tank at Aalo. DIPRO
Students boycott classes, minister assures posting of teachers
YINGKIONG, Aug 28: Demanding posting of teachers against vacant teacher posts in Upper Siang District, All Upper Siang District Students Union hold a dharna at Yingkiong yesterday.
During the agitation, the students of government Hr. Secondary School boycotted their classes.
Meanwhile, responding to the Union's demand, the Education Minister Tapang Taloh in a telephonic conversation assured to fulfill the demands of the student union.
Deputy Commissioner Dr. Tariq Thomas who visited and monitored the situation also assured to take up the issue with the concern authority for posting of teachers at earliest.

The DDSE HortumLoyi chalked out similar programs in other Blocks of Changlang District i.e in Bordumsa, Diyun, Miao and Jairampurw from August 30 to September 17 to bring uniformity in teaching of Mathematics at Primary Level.
All the teacher participants have expressed their gratitude and expressed that such type of concept oriented training is beneficial to each and every one.
Further the participants have stated that this training has made them easier to introduce the concept of Numbers also, to teach addition, subtraction, multiplication, division, fraction and measurement at primary level.

When contacted, the Officer Commanding, 1448 Bridge Construction Company (GREF), Er. SV Gangapure disclosed that the blocks were so heavy that men and machines had to be engaged round the clock and landslides continued in the cleared points due to continuous rain.
However, the route has now been cleared for the commuters and all vulnerable points are being closely being monitored by GREF personnel. Anini telecommunication service cut off
ANINI, Aug 28: The telecommunication service of Anini is completely cut off from rest of the country due to break down of the BSNL telecommunication tower since August 27.
BSNL Mobile service is the only means of communication here, its break down has shattered telecommunication system.
District Administration has appealed the BSNL authorities at capital to look into the matter seriously and restore the telephone service immediately.

SEPPA, Aug 28: The District Level Meeting on vital statistics presided by Deputy Commissioner, Sandeep Kumar Singh was held in DC's Chamber, Seppa yesterday. The meeting was attended by DMO, DHO, DVO, DAO, DDSE, DSO (Statistics) & a team from Arunachal Pradesh Census Shillong.

CO (Election) Mary Nanom Taloh, while inducting the training to BLOs urged them to enroll all the genuine and eligible voters with qualifying date as 01.01.2015. Further exhorting the BLOs, she said that without your contributions, the election process would be incomplete. YINGKIONG, Aug 28: Upper Siang Deputy Commissioner issued an executive order prohibiting cultivation of Poppy/Opium in various villages in the district.
The Deputy Commissioner also advised all HGBs/GBs of Upper Siang district to keep strict vigil on cultivation of Poppy and report any violation to the District authority through their respective Administrative Officers.

Tasing Tabing Memorial Volleyball Tournament begins
ITANAGAR, Aug 28: Tasing Tabing Memorial Volleyball Tournament began at Boleng recently under the banner of Boleng Sports Association.
While inaugurating the tournament, Lileng village Gaun Bura Taben Tasing highlighted the life history of Tasing Tabing, a Jamadhar during British colonialism.
During his life time he closely worked with Partrick Lawrence Starly James, the first British Deputy Commissioner in Pasighat and with former Union Minister Late Daying Ering. He toured to almost all the villages of Adi and Galo areas with a missionary zeal like emancipation of slave bondage cum human trafficking, revenge system, child marriage and encouragement of WRC cultivation and education.
He lauded the organizing committee and all the 13 participating teams.
The first league match was played between defending champion Jorsing team vrs Parong VI and Riew A vrs Boleng Town Club, in which Josing and Riew beat their opponent.
The final match of the tournament will be played at Boleng on September 2 next.

PM Jan Dhan Yojana launched in Arunachal
ITANAGAR, Aug 28: Along with rest of the country, the Prime Minister Jan Dhan Yojana was today launched in Itanagar by Chief Minister Nabam Tuki. Union Minister of State for Home Kiren Rijiju, Chief Secretary Ramesh Negi and deputy managing director of SBI (Corporate and finance) Praveen Gupta was present on the occasion.
Speaking on the occasion Chief Minister Tuki extended gratitude to Prime Minister Modi on behalf of the people of Arunachal for initiating this scheme. He called upon all the nationalized banks to be part of this movement in Arunachal. Further he appealed to State Bank of India to open more branches especially in interior parts of the state.
Expressing concern over recent spurt of bank robberies, Tuki urged all the banks operating out from Arunachal to improve the security system.
MoS for Home Rijiju in his addressed lauded PM Modi for this ambitious project and hope that it will benefit the poor citizens of state.

The mega launching programme was organized by the State Bank of India (SBI) Ziro branch. The DC in his speech said that whatever scheme the government launches for its citizens, the people living in remote areas are always left out and the benefit meant for them do not reach to them only because they live in inaccessible area. ITANAGAR, Aug 28: Minister of State for Home Kiren Rijiju who made aerial survey of flood affected areas of eastern Arunachal along with Chief Minister Nabam Tuki, assured that as soon state government submits detail estimate of the loss, the central government will release the fund.
While addressing a hurriedly arranged press conference at Banquet Hall this evening, Rijiju said he is well aware of the destruction caused by continuous rainfall in the last three months.
"Now we have to begin the process of rebuilding. First we have to provide immediate
relief to the affected people and then start the work on reconstruction of damaged
infrastructures. During our visit some of the deputy commissioners informed that
it may take another 2 months to get complete report of damage caused due to nature
fury as many interior areas are still unreachable. However sooner we get complete
report, the fund will be released to state disaster relief fund," stated Rijiju.
He also added that he has been briefed about extensive damage of ongoing Trans-

Earlier today, Rijiju along with Chief Minister Nabam Tuki and officials of Ministry of Home Affairs and the State Government made an aerial survey of flood affected areas of East Siang, Dibang Valley, Lower Dibang Valley, Lohit and Namsai districts.
The MoS also took stock of the flood damages in Upper Assam while on way back to state capital Itanagar. Both Rijiju and Tuki interacted with officials of the East Siang district administration at Pasighat. Deputy Commissioner Nidhi Srivastava submitted a detailed report on the damages caused by heavy rains in the last three months to the Union Minister.
The Chief Secretary, Secretary Disaster Management, Deputy Director (Disaster Management, Govt of India), PS to MoS and other officials accompanied the dignitaries.
Later in the evening, Department of Disaster Management and Highways made power point presentations on damages incurred in the last couple of months to the MoS Kiren Rijiju in presence of the Chief Minister Nabam Tuki.

According to the complaint lodged by the mother of one of the victims at Kanubari Police Station on August 10 last, the accused, identified as Tahjam Pansang, in his 30's hailing from Chopnu village forcibly raped the girls when they were alone.
The incident happened when the mother was not at home and the girls were sleeping; the accused who was masked took advantage of the girls being alone at home and raped them.
The accused had threatened them of dire consequences if they report the matter to anyone, according to the FIR lodged.
Meanwhile, OC PS Kanubari, W Ramwa has informed that a manhunt has been launched to nab the accused who is absconding.
Medical examination of the victims has been done which has confirmed sexual assault.

Perhaps development in Arunachal is only a fictitious tale which spins among the households but does not exist in reality. It often looks magical from the distance but humdrum when closely seen. In other words our state wears costume of pretentious development.
The incessant rain across the state over the last one month adds more ingredients in our sordid tale. The ingredients in terms of distasteful news, as there are reports of roads and bridges being swept away by the unprecedented flash flood, the passengers and tourists stranded in the middle of jungle, the houses and building were buried and inundated along with the people by the flood water and it rendered homeless to many. It is advisable to the citizens or tourists to avoid travelling in the hilly districts during monsoon season.
There is also report that many school children have been helplessly watching their school submerged and praying to the Rain God to stop raining so that water recedes. Life is tough for the people living at remote areas like Lada (East Kameng), Sarli (Kurung Kumey), Taksing (Upper Subansiri) and Anelih (Dibang Valley). Pathetically their cost of living is exorbitant as they have to pay Rs 100/200 for a kg of salt, thanks to the nature for abundant vegetation on which they rely upon for survival. Still we are unable to reach out to them since last two decades.

Apart from the blockade, roads in the state particularly Itanagar has its own harrowing tale, it wears worst look, with no proper drainage. It seems road has been just left by the department to fend itself off from nature fury, as no restoration and maintenance work is seen around. The commuters are often greeted by strewn boulders in middle of the road after minor rainfall. People driving on the road have to scan around for better patches; the heaven knows who looks after this road?

ITANAGAR, August 28: Foundation stone of a new hostel block named after the river

Both the buildings are being made by APPWD as deposit work. It may be noted that last Saturday the Institute was visited by the Chief Minister who had inaugurated a new girls' hostel and a new building for continuing education programme.

Consultative meeting for Railway connectivity to Pasighat held
ITANAGAR, Aug 28: A consultative meeting for railway line was held at Solung Ground here on Wednesday which was organized by Adi Bane Kebang East Siang Unit and involved by all the stake holders to put forward their respective opinions on the subject.
The meeting which mostly rested on whether to allow railway to enter Pasighat township drew all short of opinions and suggestions from various stake holders like ATA, CoSAAP, Bar Association, APDA, APSEA, AdiSU, NGOs, Railway Survey Affected Land Owner's Committee, Pasighat Area Railway Affected Land Owner's Committee besides senior citizens and common public.
There were several speakers who voiced against connecting of railway at Pasighat citing various reasons like influx of illegal migrants impacting in demography beside possible rise of criminal activities. They took reference of the recent case at Naharlagun where hundreds and thousands of illegal migrants tried to enter the state violating the ILP system.
On the other hand, there were several others who suggested for the coming of railway in the township citing reasons like it's possible benefit to the people and the state in long run even adding the reason of national security for troop moment during any conflict with the neighboring country.
Tabung Ering, Secy. ABK (HQ) cum member for Surface Communication and Hydro, opined that Government of India and Govt. of Arunachal Pradesh should make certain modalities pertaining to adequate compensation to land affected, job reservation, ILP regulation and shifting of proposed tract/alignment to 1968/74 survey".
He also urged both the MPs, elected leaders of the state assembly to bring Arunachal into 6th schedule so that tribal community of the state may fully exercise their rights.

Ngunu Ziro organised butterfly watching meet '2014
ZIRO, Aug 28: Ngunu Ziro organized a two days "Butterfly Watching Meet -
The 2 days programme was organized to augment the tourism activities at Ziro on August 23 and 24 last. The purpose of the activities was to promote eco tourism and to aware the people on preservation and protection of flora and fauna.
The participants gathered at Manipolyang and trek to Pange covering 8 Km on foot. An impressive PowerPoint presentation on butterfly was given by Monsoon Jyoti Gogoi, PhD scholar on butterfly. Later a moth counting activities was also organised in the night at Pange where around 200 species of moth was photograph in a single night.
In the two days the butterfly enthusiast have photograph 47 species of butterfly braving the inclement weather.
The rare butterflies called yellow owl was also found. Earlier the Bhutan Glory, a butterfly considered to be extinct from the state was first photograph in Tale Valley wild life sanctuary.
The participants were from various professional backgrounds like Engineer, Doctor, Tour Operator, NGO, Officers and Hano Bobby.
An award was also announced amongst the participants in 3 categories. The best photograph was given to Tater Mize, District Tourism officer, Palash Goswami, NGO from Assam bagged the award for highest collection of varieties and Hage Habung, local tour guide bagged for unique collection of butterflies species.
Earlier, Tater Mize, District Tourism Officer, while addressing the participants
lauded the organizing team for taking their keen interest in promoting tourism in
the valley. He said that the district is doing very well in rural tourism especially
in Home stay concept. The district began to receive tourist in Bird Watching and
the butterfly watching meet will add another milestone in the field of tourism. He

East Kameng District Health Society meeting held
SEPPA, Aug 28: The meeting of the District Health Society East Kameng District was held on August 26 under the chairmanship of Deputy Commissioner cum Chairman District Health Society Sandeep Kumar Singh.
Dr. N Geiyi DMO in his keynote address informed the house about difficulties of the department which result in low performance in compare to other district. He however informed that performance of DHS has improved a lot in compare to previous performance.
District Program Officers including DRCHO, DTO, DVBDCO and DSO presented power point presentation about their performance during April to July 2014.
Dadi Rimo ZPM Seppa West stressed on stay of health workers at their place of posting, delivery of essential medicines at the periphery Health Centre and selection of ASHA from amongst literate citizen.

Do they have a special privilege to come late to the office?
Dear Editor,
Through the medium of your daily, the “one and only” Reader’s Forum and sincerely prostrating before, as in the first posture of the famous Yoga ashan, Surya namaskar, I want to place a question to the Chief Secretary of our state Arunachal Pradesh.
Do IAS Officers posted in Arunachal Pradesh, particularly, the Deputy Commissioners in the Districts, have a special privilege to come late to the office?
I put this question to you in the public domain in the interests of the people of the state, who are harassed by the unpunctuality and late arrival of the Deputy Commissioners of the Districts to their respective office.
I request you to advise all the Deputy Commissioners in the districts to be punctual in their office that too, strictly on time so that the other staffs fall in line on their own, if the IAS officers posted in Arunachal Pradesh does not really enjoy an exclusive right/privilege to come late or as per their discretions to office.

Dear Editor,
Through this write up I would like to throw light on how the ‘haves’ of the society and ‘sahabs’ in the office exploit the ignorant villagers of far flung area in Arunachal Pradesh in the name of development. They are victimised, they are duped, they are lured, they are cheated because they believe what so called sahabs ‘says’ and ‘dos’ is the law of land and raising voice about the moves of sahab would block future favors. Accordingly, these ignorant folks are mute spectators even if their lone cultivable lands are buried without rehabilitation or compensation.
Rigong village in West Siang must be the best example of above observation. A population of hardly 156 and households of eight families without school isolated from nearby villages by Siyom River.
During 2012-
For the tiny Rigong that was dreams come true because the projected road was passing through their villages. No doubt, it was landmark developmental package to the unconnected Siyom left bank dwellers by their MLA. Alas! All that glitters is not gold.
The time when the machineries of M/s Modern Engineering of Nagaland and PWD Rumgong Division bulldozed their path through, it knocked off the ignorant folks’ aspiration of what development is. Desperate earth cutting, uprooting valuable standing logs, damaging horticulture and agriculture plots, directionless bulldozing in virgin forest in ‘go as you like’ style shocked them. Yet, the villagers still adhered to their belief that the development need sacrifices of lands and other properties, as such they didn’t claim compensation and rehabilitation for whatever the losses incurred, no petty contract were sought.
But the villagers lost their patience when M/s Modern Engineering and PWD official’s developmental activities buried the many paddy fields and cut off the water sources to the fields. By the grace of rich contractors and learned engineers many families lef their respective paddy field this year without alternatives. And their agriculture area seems permanently damaged due to damaged irrigation channels. As per villager’s version series of meetings were held wherein authority assured repair of paddy fields before this agricultural season but when insisted nobody came up. And the villagers were barred from contacting their MLA for appraising him their woes. What an idea!
My question to the authority concern is; if this narration of pathetic condition holds any water then what should be the punishment for erring officials and contractors? What compensation is liable for victims?
I urge the authority to set up inquiry for the justice of villagers.

Environmental protection and manmade disasters

The ecological balance refers to diverse forms and ecosystems that are interconnected and interdependent. The more diverse, the more resilient an ecosystem will be. The ecological balance is of crucial importance, but also quite sensitive to disturbance. With one life form depending on another, and a third depending on a fourth, the disappearance of one will always affect the other. The destruction of the rainforest is a major threat to the delicate balance.
Trees and plants clean air and water and they regulate water levels.
The felling of trees on a massive scale is one of the main causes of environmental destruction. With every tree that disappears, the cleaning function of the forest becomes less effective. At some point, it will become hard to find clean water. The rain forest disappears at an alarming rate – 36 football fields per minute. Where trees are felled, the root system that absorbs rain water disappears as well.
Subsequently, water simply runs downhill into rivers, washing out top soil. The remaining soil dries out, crumbles and is blown away by the wind. Sometimes, this top soil can be farmed for a few years, but it’s a poor and thin layer so it’s quickly exhausted. Farmers than move on to slash another tract of rainforest.
The felling of trees causes natural disasters. The unchecked running off of water results in droughts in higher areas and in mud slides and floods in lower areas.
One of the live examples of this, is our Arunachal Pradesh, facing a tremendous disasters this year like flood and landslides. This is happening because of our fault. Our own mistakes are making us suffer. Unbalanced ecosystems fully affect the livelihood of people by direct or indirect means. I have taken my small steps towards its preservation, so why do you wait. Wake up and lend your hands towards our Mother earth.

Health sector to witness changes
If news report is to be believed, health sector of state is going to witnesses major changes in days to come. Health & family welfare department is toeing the ‘zero tolerance’ policy and has been accorded ‘top most priority’ status by State Cabinet headed by Chief Minister Nabam Tuki. Also as per the report, State Cabinet has recently approved creation of 2492 posts – 96 specialists, 157 doctors, 309 staff nurses, 214 ANMs, 42 pharmacists, 66 lab technicians, 597 rural health workers (RHWs) etc., considering the genuine necessity to meet basic requirements to deliver the much needed service to the masses.
